Each EC workbook has a sheet "Data for consulates" with one row per consulate worldwide. We filter rows where the consulate's host country is India, keep the counts exactly as published, and compute refusal rate = "uniform visas not issued" divided by "uniform visas applied for" and MEV share = "multiple entry uniform visas issued" divided by "total uniform visas issued". Nothing is imputed. Where a consulate is missing in a year, it is missing in our file too. City names follow the EC spelling except that we display Bangalore as Bengaluru and Pondichery as Puducherry. Full notes on the methodology page.
Source: European Commission, "Visa statistics for consulates", 2009 to 2025 annual releases; figures cover uniform (short-stay, type C) visas applied for at consulates located in India, regardless of applicant nationality; airport-transit visas excluded from headline figures. Refusal rate = visas not issued / visas applied for, computed by us from the counts. Rankings use a floor of 1,000 applications. Last verified 2026-08-18. Full methodology. Download the CSV.
