Consular district (territorial competence)
Article 6(1) of the Visa Code: an application "shall be examined and decided on by the consulate of the competent Member State in whose jurisdiction the applicant legally resides". Each Schengen state divides India into consular districts (for example separate districts for its New Delhi, Mumbai, Chennai, Kolkata or Bengaluru consulates) and publishes the map on its embassy or outsourcer site. The district decides which consulate's record on this site applies to you; a Gujarat resident and a Punjab resident applying to the same state may face different consulates with different refusal rates.
