Refusal rate (not-issued rate)

The European Commission's consulate statistics publish "uniform visas not issued" and "uniform visas applied for" and a derived "not issued rate". On this site the refusal rate is the first divided by the second, recomputed for every consulate-year so that no formula cell can diverge from the counts; country and city rates are computed on summed counts, never averaged across consulates. Applications withdrawn or pending are in the denominator but not the numerator. Rankings apply a floor of 1,000 applications. Details in the methodology.
