Schengen Borders Code (Regulation (EU) 2016/399)

Regulation (EU) 2016/399 sets the conditions for entry of third-country nationals for short stays (Article 6): valid travel document, valid visa where required, justified purpose and sufficient means, no SIS alert, no threat to public policy. The Visa Code cross-refers to it in Article 21 (verification of entry conditions) and Article 32(1)(a)(vi) (public health definition). States notify the Commission of the "reference amounts" they use to judge means of subsistence under this Code; those figures are the floor consulates start from when reading bank statements.
