Schengen Information System (SIS)

Article 21(3)(c) requires the consulate to check whether the applicant is "a person for whom an alert has been issued in the Schengen Information System (SIS) for the purpose of refusing entry", and Article 32(1)(a)(v) makes such an alert a mandatory refusal ground; it is ground 6 on the Annex VI form, which must name the state that issued the alert. Alerts arise from entry bans imposed after removal, overstay proceedings or criminal matters, and are lifted by the issuing state, not by a new visa application.
