Visa with limited territorial validity (LTV)
Article 2(4) defines an LTV as "a visa valid for the territory of one or more Member States but not all Member States". Article 25 says when it is issued: exceptionally, on humanitarian grounds, for reasons of national interest or international obligations, where the state derogates from the entry conditions, overrides another state's objection under prior consultation, or issues in urgency without consultation; or when a second visa is needed within the same 180-day period. The European Commission's statistics report LTVs issued as a separate column; in India they are a few hundred a year against over a million uniform visas, and our CSV keeps them.
