The window

Article 9(1): "Applications shall be lodged no more than six months, and for seafarers in the performance of their duties no more than nine months, before the start of the intended visit, and, as a rule, no later than 15 calendar days before the start of the intended visit. In justified individual cases of urgency, the consulate or the central authorities may allow the lodging of applications later than 15 calendar days before the start of the intended visit."

An application lodged outside the window is inadmissible (Article 19(1), first indent) and is handed back with the fee refunded (Article 19(3)); it is not examined.

Appointments

Article 9(2): an appointment "shall, as a rule, take place within a period of two weeks from the date when the appointment was requested". Article 9(3): in justified urgent cases, without appointment or immediately. In practice the outsourcer calendars for busy consulates in India fill weeks ahead in the April-to-July and December peaks. Since the six-month window is generous, the safe pattern is to book the appointment the day your travel dates are firm and to choose an appointment date that leaves the full 45-day maximum decision period (Article 23(2)) plus courier time before departure.

Multiple-entry holders

If you already hold a valid multiple-entry visa you cannot lodge a new application for the same purpose while it is valid in most consulates' practice; the window question arises only when it is about to expire. Time the new application so it can be decided before the old one runs out.
