A mandatory preliminary complaint (written, dated, signed) to relatii_cu_publicul@mae.ro or to the Ministry's headquarters (31 Alexandru Alley, Bucharest); then an appeal to the administrative division of the competent court of appeal. Deadline: preliminary complaint within 30 days of receiving the refusal form; court appeal within 6 months of the response, at most one year from the refusal.
